The Center for Strengthening Community Voices (CSCOV) is a women-led civil society organization dedicated to amplifying the voices of communities, especially women and girls, in local, national, and regional decision-making spaces.
CSCOV believes that when civic dialogue flourishes, accountability and democratic freedoms follow. Through advocacy, mentorship, and economic empowerment initiatives, the organization is helping communities shape their own futures.

What We Do

Women’s Economic Empowerment
CSCOV focuses on empowering Women to make their living through livelihood activities that support access to markets for their products, earning money to help women send their girls to schools. CSCOV advocates for stronger laws to address economic injustice and enable girls’ education.
Education & Protection of the Girl Child
Through Peer-to-peer counseling and mentorship programs with women who are role models for young women and girls from primary, secondary schools and universities.
We engage in advocacy on the effective implementations of Laws and policies that protect women and Girl Child. CSCOV promotes girls’ education and plans to establish schools in underserved regions, with limited access to education.

Peacebuilding & Dialogue
From grassroots mediations to political stakeholder dialogues with UNMISS, CSCOV brings communities together to strengthen peace and civic participation.
Spotlight: SIHA Women’s Rights Defender Award
CSCOV is thrilled to celebrate our own Juliata Lino Alberto, who has been recognized by Strategic Initiative for Women in the Horn of Africa – SIHA as a champion of women’s rights along with Mona Musa Manyang, a human rights defender, and Ratual Adau, the Founder and Executive Director of Women’s Empowerment Centre South Sudan.
A passionate advocate for gender equality, Juliata has been championing women’s rights since finishing secondary school. What began as volunteer activism has evolved into a powerful platform for civic engagement and media advocacy across South Sudan.

At the World Civic Engagement Centre, Juliata designs transformative programmes focused on women’s rights. In 2024 alone, Juliata:
- Documented 50+ women’s stories of resilience and leadership
- Engaged over 1,000 women and girls in community dialogues and outreach
- Trained 75 women peace mediators in conflict resolution and civic participation
Juliata continues to advocate for inclusive, intergenerational leadership within trade unions and women’s associations as she promotes women’s participation in elections, constitution drafting, and education. Her work continues to inspire a generation of women leaders across Western Bahr el Ghazal State.
Recent Highlights
June 2025 – Women Peace Mediators Convening
CSCOV, with support from the Women’s International Peace Centre, hosted a two-day meeting uniting women peace mediators to align grassroots initiatives with national peacebuilding efforts.
Political Stakeholders Dialogue – Raja County (2023)
Co-facilitated with UNMISS, this dialogue brought together political parties, civil society, and community leaders to promote unity, civic space, and peaceful democratic transition.
